Health Reform Timeline 2010-2020

As part of our ongoing commitment to helping you understand the changing landscape of health care coverage, we are sending a series of communications on the Patient Protection and Affordable Care Act (PPACA). The communication series will focus on the key milestones, components, facts and provisions of health care reform. The first in the series focuses on the timeline of the PPACA and the anticipated impact of the 2010 changes.
The PPACA will expand the availability of health care coverage to millions of Americans. While some of the measures of the PPACA will be implemented this year, many do not take effect until 2014 and some extend out to 2020. We have created a high-level overview of the timeline to showcase key milestones of the measures. It is important to note that many of these reforms and their effective dates are subject to the rules and regulations process both at the state and federal levels — which could alter the intended timing of implementation.

2010 Treasury, IRS Indexed Amounts for Health Savings Accounts

New Annual Contribution Levels for HSAs:

For 2010, the maximum annual HSA contribution for an eligible individual with self-only coverage is $3,050.

For family coverage, the maximum annual HSA contribution is $6,150.

Catch up contribution for individual who are 55 or older is $1,000 (set by statute and unchanged from 2009).

Individuals who are eligible individuals on the first day of the last month of the taxable year (December for most taxpayers) are allowed the full annual contribution (plus catch up contribution, if 55 or older by year end), regardless of the number of months the individual was an eligible individual in the year. For individuals who are no longer eligible individuals on that date, both the HSA contribution and catch up contribution apply pro rata based on the number of months of the year a taxpayer is an eligible individual.

Florida firms expect 6% jump in health costs

Total health benefit costs are expected to rise 6.1 percent for Florida companies in 2011, a survey by consulting firm Mercer found.
The 126 Florida firms that responded to the survey said costs would go up by 10.3 percent next year if they made no changes to their current plans other than those required under health care reform legislation. However, they expect to lower their cost increase to 6.1 percent by making changes to plan design and/or plan vendors, a statement from Mercer said.
The projected increase for 2011 is slightly lower than the 6.3 percent increase in total health benefit costs the same companies experienced this year. The companies currently are paying an average of $8,918 for each worker, Mercer said.

Employers used a wide variety of mechanisms and changes to hold down cost hikes in 2010, Matthew Snook, a Mercer principal in the Tampa office, said in the statement.
Next year, 43 percent of the Florida companies that responded to the survey said they will shift costs to workers by raising deductibles, co-pays and co-insurance, or out-of-pocket maximums. In addition, 43 percent said they will increase employees’ share of the premium contribution, and 16 percent will increase cost sharing in some other way.

The Half-Empty Glass: Connecticut Insurance Rates Soar to Pay For Health Care Bill Provisions

Sept. 19–Connecticut regulators in recent days approved increases of more than 20 percent on some health plans starting Oct. 1, including a series of rates requested by Anthem Blue Cross & Blue Shield, by far the largest health insurer in the state….The higher prices, however, are a glimpse of what may be in store later this year when insurers propose new rates for 2011.

The major difference between rising prices this year and years past is the cost of new benefits added to health plans starting Thursday as mandated by the sweeping reform approved by Congress in March.

Insurers say the cost of new benefits will increase prices more than 20 percent for certain plans.
